I attempted to boot without RAM and without a GPU, but the RAM is usually in slots 2 and 4. I only inserted one stick into slot 2, left it empty in slot 3, and put both back in slots 1 and 2. Recently I moved it to slots 3 and 4, yet the issue persists.

You were correct, the issue was the RAM. It was in slot 3 and slot 2, and fixing it resolved the problem.
