No, it doesn't stop just because he resets Windows. The Task Manager still shows the RAM usage at 4800 MHz.

Use the official Media Creation Tool from Microsoft to set up the installation on the drive. Once installed, verify for any Windows updates that could install the necessary drivers. After completing the update process, download and install the most recent AMD and Nvidia drivers directly from their websites. Avoid using a clean install unless absolutely required, as it might overwrite newer driver versions later. This guide may help:
