you are a complete newcomer to oc and you changed the pci express frequency to 90 but the system isn't working, what should you do to resolve this problem?

Remove the bios battery in the middle of the motherboard for a few minutes, then reinsert it. You'll need to adjust the boot order during startup afterward.
