I noticed a post similar to this before, but the problem seemed to resolve itself. I recently upgraded my PC with a new GPU and PSU, yet I'm experiencing some odd behavior. Every time I power off the computer, I need to completely disconnect the PSU power before it starts up again (the switch on the PSU also fails to engage). The system seems to function properly during boot. I've attempted a BIOS update, but that didn't solve the issue. The components I'm using are an EVGA 1000GT and a PowerColor 7900xtx. The motherboard is an ASUS Prime B660-Plus-D4. I've already tested several common fixes: no cables from the previous PSU are connected, I shorted the motherboard's power pins (which didn't help), and I replaced the 24-pin motherboard with an 8-pin CPU setup.

The only thing that comes to mind is a faulty PSU. If you have another PSU, try using it and check if the issue continues. If it disappears, the new one might be defective—then return it for replacement.
