Hello, I see you're facing a problem while installing the MSI 4070 Super Slim MLG. It doesn't boot properly after pressing the power button, and only the RAM LEDs light up after a few seconds. Removing the GPU resolves the issue. You're using a Corsair 12V 600W cable, Gigabyte Z490 VisionG, an i7-10700K processor, Cooler Master 750W bronze case, 16GB RGB team group RAM, an SSD XPG SX8200 Pro 1TB, and the Noctua cooler with thin fans. You've reset the CMOS after removing the battery and tried various fixes, but the GPU seems to be the root cause.

Confirm the GPU is securely seated in the slot. Make sure the MB NVMe heatsink is firmly in place and not slipping.

It is, it makes the click sound, also there is a gap between heatsink and the GPU, also if I disconnect the GPU power cables the the msi logo lights up, I am thinking maybe the Corsair 12vhpwr type4 cable is the issue or the power supply?, but I can't find a type 5.0 16 pin, in my country, to test or a workaround to use the type4 cable
