Did you connect the 24-pin fully and the 4/8 pin CPU connector? I recommend double-checking all PSU connections. Unplug everything, then plug it back in. I've encountered similar cases before, and in most instances it can be resolved by just replacing the RAM or CPU.

It doesn't matter since the board receives power, but the CPU and RAM aren't getting sufficient power, which is a typical reason for such problems.

Reinstall the CPU, leaving only one RAM stick in the second slot away from the CPU (also re-seat it). Disconnect the GPU. Reattach all power cables and attempt again.
