It looks like the problem might be with the hardware. I just purchased a silicon power stick with 8GB DDR4 at 2666MHz CL19 for 35 leva or 17.5 euros. It works in dual channel and even reached 3000MHz on both sticks.
It wasn't a hardware problem since Windows recognizes the full 16GB. The system is setting aside 8.1GB through software settings (BIOS or Windows).
