He received a new motherboard and CPU to upgrade from his Ryzen 5 2600 with MSI B450M Bazooka Plus. Both systems were functioning properly without problems; he only wanted a more powerful processor. The setup was installed smoothly, and there were no issues. He previously used his older 2600 + motherboard for the i5 7500 + H270 gaming-3 in a server configuration for media streaming and Minecraft servers. Before and after specs were identical: i5 7500 H270 Gaming 3, 24GB DDR4, 2133MHz RAM, RX 570 4GB, Seasonic Focus Gold 450W, Ubuntu 20.04 on NVMe drive. During the first boot, a white VGA debug LED appeared and a blinking underscore showed up on screen. After waiting five minutes, it stopped after multiple attempts with different GPUs (1060 6GB and 1080) and RAM tests. He tried re-seating RAM, used two RAM sticks in all slots, and even removed the NVMe SSD to rule out hardware faults. After a few minutes, the setup menu returned with the same blinking underscore. He hasn’t tried swapping the CPU yet. He has a three-year warranty from August 2019, so if nothing else works, he might consider contacting support or checking for BIOS updates via the utility on the motherboard. He’s careful during installation and hasn’t bumped it roughly, but it’s still possible something was affected during the swap. He wonders if a BIOS update could resolve the issue.

Fixed: I managed to re-seat the CPU after taking some time, but nothing changed. Then I tried a BIOS update via the USB Flash drive. As soon as I pressed the button, the display appeared but quickly generated hundreds of errors, reported a failure, and then restarted into Ubuntu. After rebooting, I had to press the USB BIOS button again, which successfully updated everything this time. Now everything is working properly and there have been no issues so far.
