Do you have it powered off or placed in standby? Occasionally the latter doesn<|pad|>, leading to failure to start.

I turned off my PC, but only when I click shutdown it seems to be taking different actions.

You're likely disabled the "fast boot" option in the BIOS to prevent this issue.
