Hello everyone, my new computer isn't working properly. It powers on normally, but the CPU and DRAM indicators flicker in and out, then reset again. I've checked all RAM slots with several sticks installed, cleared the CMOS, used integrated graphics instead of a dedicated GPU, and inspected all cables. Nothing seems loose. What might be causing this issue? I'm sure it's not the CPU or motherboard since they were originally mine and tested before I handed them over.

I tested it several times over the weeks before handing it over and the day prior. Everything worked fine. The only additions they made were the power supply, storage, cooler, and GPU. It might be the power supply—you mentioned having spares available. The cooler seems more likely since it was the only component they modified near the CPU area. I don’t have access to their system at the moment; I resolved it by removing a RAM stick and rearranging parts temporarily.
