It was the first time this occurred during a Windows update restart. The PC restarts normally but doesn’t display an image. The CPU fan increases slightly, yet no screen appears. The reset button fails—both holding power down and attempting to shut it off. I need to power off the PSU, wait a minute, then turn it back on and restart the PC. This happens whenever I manually restart the system. It seems like almost every time I try to restart, this issue arises, whether after a driver update or just manually. It doesn’t seem to be related to the monitor, as I’ve replaced it recently. Could this be connected to the PSU? I’ve also tried loading the BIOS default settings without success.

no display visible, monitor fails to recognize ports completely, no signal detected, tried switching HDMI cable but issue persists, neither device is at fault

No, the cable is connected to the GPU or motherboard.
