As described in the title, when the power button is pressed, the PC initiates, everything functions normally, then shuts down after roughly ten seconds before restarting instantly as though nothing occurred. During this period, there is no POST or BIOS screen appears; it simply remains suspended for ten seconds before ceasing.
The specifications provided are:
14700k, 64GB 5600 RAM, 9070XT, MSI MAG b760 Motherboard (though it was updated to a newer BIOS, the process began before this update), 1000W Corsair PSU (unspecified model), 420MM ICUE AIO.
After some troubleshooting, the only solution that allows booting without the ten-second delay is to switch off the PSU, wait briefly, then turn it back on. Booting again afterward resolves the issue. After shutting down, the problem resurfaces. The S4 state was disabled in Windows, BIOS was updated and reset, with only XMP configured.
It’s unclear what exactly is causing the issue—RAM seems unlikely since the DEBUG LED never activated during the delay, and the CPU also appears unrelated. Thanks for your help,

Are you a prebuilt unit or did you assemble it yourself? Please verify all connectors are securely connected. For the PSU, we need the model number. Remove the side panel and send a photo of the labeled sides or describe what you see.
Do you have a link to the RAM kit you're using? What BIOS version is installed on your motherboard?
Reset BIOS
Disable XMP
Verify boot priority
Test RAM using Memtest
Ensure power supply is fully connected
Are any devices connected to the motherboard's integrated video ports?

Assembled myself, but this problem start long after i built it. PSU is an RM1000E, RAM is a VENGEANCE® 64GB (2x32GB) DDR5 DRAM 5600MT/s CL40 kit.
BIOS Reset, problem happens with or without XMP
All boot options disabled bar NVME drive
RAM tested, no issue, problem also persists with 1 or both RAM in, in either slot
