Your setup is unusual but not impossible. Enabling PBO and boosting voltages to 1.5V can push the CPU beyond safe limits, risking instability or damage. Lowering the maximum draw voltage is a safer option to protect your system.

Standard, correct. Secure, likely uncertain. The only method I used to consistently maintain voltage below 1.4v was adjusting it manually in the BIOS.

When you set the voltage to 1.4V manually, it will maintain that level consistently unless the power supply adjusts or the circuit conditions change.

It provides a steady 1.4V output, with slight drops when under load due to voltage drop effects. The medium LLC configuration is suggested. Power consumption won't be a major issue since it uses less current when idle and maintains voltage. Efficiency during low activity may be lower than the original design, but it eliminates excessive voltages, which should improve performance—particularly if you rarely leave the system running.
