You've purchased Payday 2 but it keeps slowing down. Your system includes an i7 4790k, GTX 970, 16GB DDR3 RAM, Windows 8.1, a 750W PSU, a 27-inch monitor with v-sync, and a 60Hz refresh rate. Even reducing graphics settings doesn't improve performance. At 130 FPS you're still experiencing lag, dropping to around 90 FPS when it stutters. It feels like the game is running at only about 5 frames per second.

Payday2 was available for free on Steam recently, which makes me regret not getting it earlier. A 90 FPS performance is quite solid—just limit the frame rate to 90.

Turn on V sync when you're getting very high FPS—it usually helps. Also, keep in mind the new maps are quite slow, so it might take a while for them to adjust on their side.
