I set up a Battle.Net profile some time ago and began using it again. I noticed parental controls are active. I’m asking whether it’s required for users under 18 and if removing them is possible once I reach 18.

I'm not entirely confident, but I saw I registered for Battle.net recently and didn't notice any parental settings. So...yes?

If your account is on b.net, you should be able to modify settings unless your parents have configured it, which requires a password for them to adjust. Parental controls mainly aim to limit how much time an account can use each day.

You need to submit by 18 and provide a copy of your ID to their support team. The next day after submission, they removed the controls. Apologies for the inconvenience.
