It's not just sitting idle in your screenshot, which means it's likely active—maybe handling updates or orchestration tasks. Windows probably needs to perform those operations, and it should finish eventually. There might be another process consuming resources, using CPU and GPU, so it shouldn't be truly idle. My CPU is running at its minimum during idle time, though I'm not sure if Intel chips behave differently from other brands.
