You need to contact your ISP once more. There’s nothing else to do. Ask them to review your DMARC settings if they’re open to it, or check if they can inspect your modem since you mentioned that’s within their authority. There seems to be an issue you can’t fix yourself.

I would send a signal to the router internally, and an external source... if it's limited to an external IP address, it confirms it's only from outside.
