Hello, I upgraded my setup from a X299 to a W790 and an Intel Xeon w5-3435X. Right away I experienced noticeable UI lag when moving windows or selecting items in the Windows Explorer. This only occurred when the CPU was idle and its frequency was reduced. Once background tasks started, the lag disappeared. After changing the power plan from "Balanced" to "Performance," the system felt much more responsive. I’m not sure if turning this off would be a good idea... Any suggestions on how to fix it?

Have you updated the operating system or replaced the old hard drive?

New Windows setup on a fresh SSD begins right away—issues appear immediately after installation. The chipset and driver files seem unchanged yet the problem persists.

Discovered the issue and it resolves when selecting "out of bands" over "native" for the hardware p-states setting in BIOS. Prefer OS-guided p-states and need a fix for this problem.
