Those who rely on hacks shouldn’t face light punishment like this. Letting them keep playing—even with restricted gameplay or matchmaking—doesn’t effectively address the issue. It’s amusing to think about how hackers in Titanfall were only matched against other hackers, but completely banning their accounts is a better approach to stop them from returning.
They can challenge the restrictions, but they need to look like a Teletubby, share the case online during a live broadcast while balancing on a unicycle.
I often thought the claim "I paid for the game I should be able to cheat" was absurd. It breaks the experience for everyone else who also bought the game without trying to cheat. Just because you paid doesn't mean you have unlimited freedom to disrupt other players. If hackers want to mess with a game locally or on private servers, that's fine—but not on public matchmaking platforms. The Blizzard Permaban is a better option in my opinion. I'd prefer seeing permabans over games ruined by cheaters and script kiddies.
