Overwatch requires more power from the CPU or GPU depending on the setup. Your friend’s current hardware is outdated, so upgrading those components would likely improve performance. Since he’s already spending a lot on upgrades, starting with the CPU or GPU makes sense before adding RAM or monitors. The 1080p displays might be contributing to the perceived lag, but it’s probably not the main issue.

It's dual, but he needs to upgrade his CPU first. Consider a quad-core Intel processor or hold off until Zen is released soon.

It affects performance regardless of whether you're playing games, but usually it's barely noticeable unless you're gaming. I think upgrading the CPU would be a better solution.

Obtain a fresh CPU such as the 7100 or the latest HT Pentium. Consider models like the 1050Ti or 1060.

He is considering the i5 6500/7500 or Zen processors, but because AMD hasn't released a date yet, he's leaning toward Intel. For graphics, he might get the 1060 with 6GB memory later, or possibly a Vega GPU when they announce it this summer or soon!
