They’re all bent, but I didn’t intend to use it. I thought it might be the reason for the issue since none of the USBs were shorter and none were damaged. The only change I made was swapping my CPU cooler.

I'm really struggling here. I don't have any USB devices connected. I've tried turning everything off except the motherboard and CPU, but the issue keeps happening. The USB ports aren't behaving either—no signs of damage or shorts.

Did you test another PSU just to be certain? The pins can be reshaped using a small long-nose pliers (as long as the power is off). It’s also conceivable the motherboard is faulty.
