They won't gain much from an OC. Zen 2 doesn't handle it well, so you'll likely stick with single-core performance. Just turn on PBO for a small extra benefit. That's probably all you can achieve.

You can give Clocktuner for Ryzen a shot. I use it on a 3800X and it boosts performance by about 200Mhz across all cores, and around 100Mhz in single-core tasks. For the 3700X you can also experiment with all-core performance without too much drop in single-core speed. You should reach a stable 4.3GHz, which is the single-core turbo frequency. I wouldn't exceed 1.35V for all cores, but the creator tested it at 1.45V with similar results over time, so you might push a bit higher—perhaps 1.375 or more—provided temperatures stay good. Keep an eye on temps, aiming for under 80°C during sustained use.
