No one has successfully pushed DDR4 speeds past 2666 MHz on unlocked 8th or 9th generation Intel CPUs using a 8th or 9th gen mobile motherboard such as the H310M from Gigabyte, ASUS, MSI, and similar models. It seems unlikely to achieve higher speeds under those conditions.

Usually you require a Z chipset to handle RAM faster than what the CPU supports. I don’t think this rule is about to change. I’m sure it was true during the Skylake period and I haven’t tested it since then.

I encountered this feature once on an ASUS H310M-D board where I could set the DRAM speed as desired. Setting it above 2400 on the installed i3 processor led to boot failures because the CPU was treated as fully locked. Since there was an option to adjust the frequency, it might suggest compatibility with unlocked CPUs. I'm looking for others' experiences in this area, though I doubt such a policy will change anytime soon.
