I was curious about whether I could boost my MSI R9 390 via MSI afterburner. If that's right, it seems to involve slowly raising the core clock until issues appear, then steadily increasing the voltage.

You're on the correct path, yes. If it overheats or crashes or shows artifacts, lower the power until it stabilizes again and test it further. Avoid increasing the GPU voltage—it's not worth the effort. Could you share the rest of your specifications, including the PSU make and model? Just to confirm everything is fine.
