Hello, I understand I'm a bit behind by about a year and both my systems have the same CPU model with a Z270 Mark 2. The same is true for me. They both come with nearly identical configurations and BIOS settings. I keep speedstep, c-states, EPU, and power-saving features turned off. To enable turbo boost, it's necessary to keep it active in order to reach the 4700Mhz (8-47) @ CPU-Z setting. Regarding the core CPU speed displayed at the top corner of the BIOS and during startup, these are the default speeds and specifications. Just make sure to sync the multiplier for all cores.
