You might be able to reach higher than 4.5ghz—up to around 4.7ghz—provided temperatures stay within limits and voltage isn’t too high. My 6600k is already running at 4.7ghz and should keep going a bit higher with full water cooling, though it will take some time to test the full potential before you need more patience.

I don't think it's that significant, since I pushed mine to its limit at 100% voltage because the NVidia BIOS caps the GTX 1070 at 1.09v, even if it might differ for the GTX 1060. There could be some protection measures in place.

no, they're probably talking about the power limit or the available over-voltage, which could be just 0.1v at full capacity, so a small 0.05v change
