Initially, what is the highest GHz I can push my Intel Celeron Dual Core E3400 from 2.6GHz to?
Secondly, after increasing it from 2.6GHz to 3.2GHz, is it safe to leave the voltage unchanged and should I expect a noticeable improvement in games?

When using Voltage, it's important to stay below 1.4V. Even without adjusting the voltage, your motherboard could alter it if the Vcore remains in "auto" mode.
