I've adjusted my i9 to 4.7ghz at 1.215v, but in-game it's consistently showing 4.39. When I push it to 5.0ghz, it stabilizes around 4.69 in games. Why is the difference always about 0.3?

Are you running the overclock App on the motherboard or adjusting settings in the BIOS? A save power setting might reduce the overclock slightly. Additionally, the Load line should be adjusted to a higher percentage or level to ensure more power is delivered to the chip when needed.
