I have two systems I’d like to optimize.
System 1: Core 2 duo e8400, XFX gtx 9800+, 4 gb OCZ plat 1333 MHz DDR3, Asus p5q3 board.
System 2: i7 4790k, EVGA GTX 960 SC, 16 gb Corsair vengeance 1333 MHz DDR3, Asus z97-e (or similar).
How can I achieve the most stable overclock for each? I’m new to overclocking and don’t want to risk damaging any of these units.

each configuration varies. the most stable option isn't the one with an OC. also, you didn't mention the PSU's make and model.

Use the first PC to experiment. Core2duo quads are quite straightforward to overclock. I have a Core2duo with 2.66GHz, which I'm setting to run at 3.6GHz but it has a good copper core heatsink. Not every CPU behaves the same; for your 4790K model, you'll need a proper cooler since they can get very hot when overclocked. There are plenty of guides on how to overclock an Intel processor—Google is a great resource. 😀
