just to illustrate, my 1050ti has +150 core +250 mem clock. each gpu will behave differently since i own several 1050tis, some performing better than others. begin with a low setting and gradually increase until stability issues arise. i use MSI AB for GPU overclocking, and I've noticed RYZEN MASTER also works well for CPU OC.

On 1050Ti my guideline is to maintain Core under 1950MHz. Beyond that you face BSOD, crashes and similar issues. Increasing voltage and power limits won’t harm your card because it’s practically locked in the BIOS. Memory chips with Samsung memory can sometimes reach stable +1000 in certain games, but most will not appreciate it, so keep memory at +300-500MHz above that to avoid crashes, strange textures, etc. For other memory types, stick to +300MHz. Based on my experience, overclocking 1050Ti from an i3-4170 gives only 1-10Fps, which is the best I’ve seen, and now I have a xeon.
