The setup is unstable at 4.6 GHz, any lower and it works better. I considered using about 1.38790 V but ended up choosing 1.39 V because that was the next option available.
Dude, 1.9 volts is super high! It's almost 2 volts already. You need to find a way to increase it.

you shouldn't exceed 1.5v on the vcore. 1.9 could damage your hardware if it's already affected.
