When I manually increase my GPU speed to 100 MHz, it works as expected. However, when starting a 3D program, NVIDIA’s GPU Boost takes over and raises the core speeds even more, but then reduces them at certain temperatures. There seems to be no solution to prevent this automatic adjustment. I prefer having a stable core clock that I set myself, so I don’t want the GPU Boost to lower performance unexpectedly. For example, if I set my 1080 to exactly 2 GHz, I want it to stay there without the card boosting up to higher speeds and increasing temperatures.

Then I’d examine Windows Power Options -> Advanced Power Settings for active plan -> PCI Express -> Link State Power Management, ensuring it’s turned OFF. This setting doesn’t restrict clock speed but turns off power-saving features on the PCI link and lowers latency—useful for a desktop where battery life isn’t a factor.
