The system has a standard speed and an additional speed when required, with various boost options available for each core, such as single, dual, or more.

For better control, switch to the Windows Balanced power plan if you don’t want automatic boosting during light use or when idle. I favor the Windows High Performance plan, which always maximizes performance no matter the workload. To reduce energy use when not in use, activate C states in the BIOS. This is how contemporary Intel CPUs manage power efficiently.

Everyone has been convinced that you must use a slow Intel CPU. This isn't necessary. When the C states are active, the CPU performs efficiently no matter how fast it runs. Cores in the C7 mode are inactive and essentially idle at 0 MHz and 0 volts. An idle CPU can allocate up to 99% of its time to core C7.
