The problem wasn't the RAM. It seems the CPU might be the issue. Does that mean you need to purchase a different one?

You might be able to borrow one for testing, right? Even without anyone else, if you possess all the purchase proof, AMD’s bootkit program could help. It might let you get a free CPU for updating an old BIOS, and you can check if the CPU is actually the issue. I’ve also heard they distribute a 200GE model, which is quite similar to the 3000G but works with older BIOS versions.

It wasn't the RAM or CPU that caused the issue—I ended up replacing the motherboard. I had to purchase a new Aorus B450 M and it functioned perfectly right away.
