Recently, at least one motherboard has become available; the ASRock B150 Gaming K4/Hyper. The 'Hyper' series (B150 and H170) includes an external base clock generator for overclocking non-K processors.
Several other boards also offer this feature, such as the ASRrock's (e.g., ASUS Sabertooth Z170 S). It would be helpful to hear from users who have successfully overclocked a non-K processor. According to what I've learned, the dual-core i3-6100 produces relatively little heat, making a water cooler unnecessary.
No, it isn't feasible to increase the speed of this chip because it isn't an unlocked model. An unlocked version would carry a "K" designation, like a core I7 6700k. However, some Skylake processors that were locked could still be overclocked thanks to a code flaw, but this issue has now been fixed.

Intel released a BIOS update, making it impossible to overclock the BLCK on non "k" models.
