Yes, even with my Scythe Mugen3 and two fans running, on an 8+2 passively cooled VRM I added a single 40mm fan. I conducted a smoke test on that configuration and the airflow completely bypassed the VRM cooler. Additionally, there is another 120mm fan located at the back of the case, creating three 120mm fans in line, yet the VRM remained shaded by it.
