I have an i59400 and I see turbo mode works across all cores. Fixed mode gives me that same performance. Raising the CPU clock from 2.9 to its maximum of 41 MHz could boost speeds significantly.

Non K CPUs lack a full multi-core capability. The 3900 MHz speed limit applies when 5 or more cores are running. https://en.wikichip.org/wiki/intel/core_i5/i5-9400f
