I think 4ghz is achievable with that cooler. As far as if there's a better cooler around that price I would look at Noctua however they're ugly as sin IMHO if aesthetics matters to you.
I think the max overclock for most of the Ryzen 5/7 CPU's is 4.0-4.1ghz.
Can I expect a processor with at least 4GHz performance, and are there improved cooling solutions available in this price category?
