I think 4ghz is achievable with that cooler. As far as if there's a better cooler around that price I would look at Noctua however they're ugly as sin IMHO if aesthetics matters to you.
I think the max overclock for most of the Ryzen 5/7 CPU's is 4.0-4.1ghz.

You can definitely boost performance with that cooler, but it's hard to predict the final speed since chip capabilities vary during overclocking. Make sure your motherboard supports a B350 or X370 model to enable this.
