I've been playing too much, but I haven't had enough time. I can't smoke or find food while I try to save up money like in the old Sim games. In the early stages, things are really fast—once you unlock a police station, the town feels it needs order or else they'll just rob people. Housing prices drop, folks leave, and when I return from getting a drink within two minutes, the town changes its mind and prices rise again. This keeps repeating until I unlock the next step. I'm hoping to reach a point where the city can handle itself without me needing help. I'm sure it will settle down once everything is set up properly. But I doubt it will happen this way.

They also provide rewards when you unlock them, giving you the chance to purchase them. This is intended as an early-game progression. At launch, players wouldn't be bombarded with schools and clinics, making it easier to focus on basic needs. Half the town would already have services from the start, and you'd need to cover upkeep costs. It looks like the unlock system helps control pacing and makes balancing more manageable.
