When the PC starts, you see a sequence of orange, red, white, and green lights. Everything seems fine, but I'm sending it from the PC now. Could this be because my case USB isn't plugged in? Should I be concerned if everything is working and temperatures are normal on the CPU and GPU?

It can still work even if it boots, though using it might not be ideal. You might be missing the case USB connection.
