It's about a 5c difference—small but noticeable. Still better than nothing, especially with a 10-15c improvement on my 5800x3d. Regarding the score, it doesn't seem to matter much, and the results are pretty consistent. If it's stable, congratulations! If not, it's not reliable and probably worthless. Some users are adding -30, but others assume "better temps" and then question why their systems keep failing over the next few years. It’s not a necessity, but the number of people skipping defaults suggests something more going on.

No? Check results from reviews etc 13+ is pretty much what's expected... Like 200pts variance or something is nothing. There's not much you could do and why would you, temps are pretty low,scores are bang on what they should be (that's aside the fact cinebench being not really relevant to real life performance,such as games, etc. Want more performance? Get an R9!.
When the curve optimizer is active, PBO is set to advanced, which is enabled.
You can't skip PBO. The two YouTube clips with a 14k rating exceeded just the -30 CO setting (in fact, they often increased the base clocks even if that matters).
