I'm experiencing significant FPS fluctuations in Valorant, often dropping to 60-30 before recovering. My i7 8700K runs around 40-45 load while gaming, without spiking even at 1080p. The lag is minimal and consistent, and I've confirmed my system can handle the game on low settings. I've lowered the settings to the lowest possible and haven't adjusted anything else.

You're running a beta version of the operating system. Each release can significantly alter functionality, so it's wise to stick with Windows 10 until the update is complete. Usually, if changes aren't behaving as expected, it's likely the OS isn't reliable enough to use.
