I received a Dell Latitude 3189 with a Pentium N4200 and 4GB RAM, and it runs slowly even after reinstalling Windows. It’s mainly for watching videos and browsing the web, but performance can still be an issue. How can I optimize Windows for speed? Should I consider downgrading to an older version like 8.1? And which browser works best on a low-end device like this (currently using Edge)? I’m familiar with Linux but haven’t managed to connect Bluetooth headphones with it before.

Remove all tracking software first (use Shutup10). Maximize SSD performance and full RAM usage. Realize that Windows 10 isn't suitable for this setup, revert to Windows 9. https://www.eastcoast.hosting/Windows9/

I remember a special version of Windows 10 that removes many features to keep it lightweight. Would you like me to give that a shot?
