Yes, the leftover 8GB from the 16GB will still provide good performance.
When using more than 16GB of RAM, the additional 8GB becomes beneficial (slower RAM is preferable to none). However, if you won’t need much memory, that extra 8GB won’t be utilized effectively. My system uses 16GB because having more would not be advantageous.
