I can run GTA V with all settings enabled and maintain around 60fps. However, I added a mod menu (just for solo play), and when I drive extremely fast or fire multiple bullets at once, my frame rate drops. You might want to lower certain settings to ease the CPU strain.

I've faced this odd issue before, not sure if it was unique to my setup. I'm using an i5 3570 and GTX 970, and it kept struggling to keep 60fps most of the time on Windows 10. After a clean install of Windows 7 on a separate partition, my frame rates improved significantly and became more stable. I considered sticking to Windows 7 just for this game, but once all the updates were applied, I ended up facing the same problem on Windows 10. Also, it seems fixing CPU bottlenecks isn't too difficult.

I acknowledge having a noticeable CPU limitation (RTX 2060 and an I5 3550); however, this summer I should be upgrading to either a R5 2600X or a Zen 2 CPU.

Some of these depend on CPU speed. Unless the system is extremely basic, it won't help much.

They all affect CPU performance in some way. It does a lot of work. A few tweaks have almost no effect, but together they can create a big improvement. Background tasks often consume a lot of CPU power.

Only a handful truly impact CPU usage, such as rendering objects from afar and increasing visible elements. The rest mainly instructs the GPU to perform better without extra effort from the CPU. The CPU isn’t burdened with additional tasks. This seems true for potato hardware, but I wouldn’t apply it to the i5-3550. Still, if the i5-3450 handles it well, it’s unlikely to make a difference. If the system has background processes consuming much CPU time, something is likely amiss—either the process is faulty or an unexpected event is triggering excessive activity.
