My GPU outperforms my CPU, but it struggles to match the performance. Cutting the frame rate might help, yet I also want clear visuals. Generally, higher FPS means more CPU activity, while better graphics demand more GPU power and lower frame rates.

I also experienced stuttering problems with my CPU, often seeing lag spikes lasting 2 to 3 seconds in nearly every game. I believe I resolved the issue by disabling Intel Turbo Boost.

Adjusted to 1920x1080 as requested, no further scaling needed. Appreciate the idea!

You might significantly slow down the GPU to simulate a laggy graphics card, which could trick the CPU into appearing more responsive. But if the CPU is already struggling, this approach won’t help much.

Sure, I can help with that. It’s okay to take your time while it’s slow.

Adjust all visual settings to the highest level and match your CPU's capabilities. There’s no known method to reduce load in games effectively.

What are your specifications? The simplest approach is to start with the GPU. Try running it at 4K or enable super resolution to maximize its performance. The main issue is that CSGO was built for low-end hardware, so even those improvements might not noticeably help on your system.
