Have you tried restarting your computer again, or checking if there are any pending system updates? Also, ensure the keyboard and mouse drivers are up to date.

It doesn't matter... I understand HKCU just requires a logout and login again. I'm unsure what to do next since the mouse feels sluggish even with full sensitivity.
