I adjusted everything except Motion Blur, Blur, and Hairworks (all turned off), reduced grass distance by one level, achieved stable 60fps, and ran at 1600MHz on the GPU core.

I'm not a 970 owner, but you can adjust a few settings to boost FPS. Set 'Foliage Visibility Range' to high and 'Shadow Quality' to medium. If your FPS remains under 60, disable HairWorks. Also, ensure your game is in fullscreen mode, not borderless windowed—this setting is handled automatically.
