Turn off the AA and activate vsync. Then adjust your settings as needed. It helped me.

It's tough to maintain a consistent 30 FPS. Even after adjusting the settings, performance remains unstable.

Have you explored the AMD raptr app? It performs adequately for GTA 5. Do you have the most recent drivers installed?

The main issue causing frame drops seems to be the grass texture. It's so detailed and dense that it causes performance issues. Lowering it to normal would fix the problem but it would affect the visual quality significantly.

oh sorry haha, every post has been about gta 5 for the last little while so my eyes just corrected it to V for me it generally helps to turn down population and draw distance
