Maxu out, install D3DOverrider and turn on Triple Buffering, issue resolved. The game lacks triple buffering, which is why lowering to 58-59fps actually brings it down to 30fps.

I play the game at full capacity on my system (except for God Rays) and avoid those performance drops.

I higly doubt you can max out the game with your rig, at 1080p. Also: Look at the beginning and after min 6, that's tripple buffering.

Performance hit the lowest, around 45fps. Usually around 55fps. The biggest slowdown came from God Rays; turning it off fixed the issue.

I wasn't able to push the game to its limit with an OC'd 7950 vapor x and a 3570k at 4.3Ghz. Also, without triple buffering, the experience stays consistent—45 or 55fps feels just as smooth as 30fps.

No, they're not. Fraps and similar tools accurately show your FPS during gameplay.
